The United States and Cuba: A New Policy of Engagement

In partnership with the Washington Office on Latin America (WOLA), CDA authored a policy roadmap for how the Biden-Harris administration may implement a policy of engagement toward Cuba. The report discusses why Cuba policy should be a priority and how engagement is the best way to advance the interests of the U.S. and Cuban people. The policy roadmap is divided into three sections: “Repairing the Damage: The First Nine Months”, “Taking the Initiative: The Second Year”, and “Finishing the Job: A Legislative Agenda” which detail how the Biden-Harris administration may act quickly to implement much-needed policy changes in U.S.-Cuba policy.
